Daniel Katz: Keeping Europe safe from Putin

Vladimir Putin recently announced that Russia is pulling the “main part” of its military forces out of Syria, having achieved its objectives there. That could be bad news for the U.S. and its NATO allies who will now face a Russia more concentrated on Ukraine and its European neighbors.
