HNC Says Syria's Transitional Governing Body May Set Up Council of Elders

Asaad Zoubi, the head of the Syrian opposition's High Negotiations Committee (HNC) delegation to the Geneva proximity talks said that transitional governing body with full powers in Syria may set up a loya jirga, a grand council of elders.
