Billions, cryptocurrency and shadow economy: Tokayev receives Chairman of Financial Monitoring Agency

Tengrinews.kz – Kassym-Jomart Tokayev has received the Chairman of the Agency for Financial Monitoring, Zhanat Elimanov, Akorda reports.
The President heard a report on the main results of the agency’s work in 2025 and on tasks for the upcoming period.
Zhanat Elimanov reported that investigations into 1,135 criminal cases had been completed, 141.5 billion tenge had been reimbursed to victims, 15 criminal groups and 29 platforms engaged in illegal cash-out operations with a turnover of more than 128 billion tenge had been dismantled, the activities of 22 shadow crypto-exchangers laundering proceeds from drug trafficking and fraud had been halted, more than 1,100 illegal online cryptocurrency exchange services and 20,000 drop cards used to legalise drug revenues had been blocked.
The President was informed that the financial sector had terminated business relations with 2,000 companies and 56,000 individuals suspected of money laundering; unjustified budget expenditures on 53 infrastructure projects totalling 264.2 billion tenge had been prevented; speculative price growth for socially important coal had been averted by disrupting a scheme through which the management of a commodity exchange received illegal payments totalling 2 billion tenge; and a fuel shortage had been prevented by exposing the smuggling of 102,000 tonnes of petrol abroad.

“Tokayev was also briefed on measures to protect the population from being drawn into online casinos. Criminal cash flows of 2.1 trillion tenge were uncovered, facilitated by 35 payment organisations. Cases were identified where 625 land plots had been allocated to 437 subsoil users who were not conducting exploration of natural resources, as well as the export of more than 382,000 tonnes of illegally mined minerals,” Akorda’s statement says.

In addition, systemic cases were revealed of artificial overstatement of the volume of services provided under the compulsory social health insurance system (CSHIS) to the amount of 26 billion tenge, including instances of fictitious medical care billed for deceased persons.
Following the meeting, the Head of State gave a number of instructions on the key areas of the agency’s work.
