Sudan’s paramilitary forces declare rival government two years after civil war erupts

Sudan's paramilitary Rapid Support Forces on Tuesday announced its own government separate from that of its rival, the Sudanese army, the same day the conflict that has created the world's largest humanitarian crisis enters its third year.
