Historic Winona bridge gets a new plan

WINONA, Minn. — Winona’s historic interstate bridge will have longer, modern approach spans, the Minnesota Department of Transportation announced Wednesday, ending one of the last key decisions to be made on work to rehabilitate the aging span.
