Zannier: Agreements on NK issue must be fulfilled
At a news conference at the OSCE Ministerial Council in Hamburg Lamberto Zannier said in his answer to the question from Mediamax correspondent that the situation was concerning.
“Heavy weapons are applied even after the situation stabilized, which leads to suffering among the civilian population,” OSCE Secretary General said.
According to him, the OSCE Minsk Group made proposals that Presidents of Armenia and Azerbaijan agreed upon, which is strengthening of the OSCE field mission, increase of the observers’ number, and introduction of the incident investigation mechanism.
“However, the main issue is that progress is possible only with the wish of both sides. We cannot impose a decision; we can only assist in the process of decision making. I would like to draw your attention to an important point in the statement made by the Co-Chair states yesterday – if the situation on the spot worsens, it will be solely the responsibility of the parties that did not use the opportunity for progress,” Zannier said.
According to him, the reached agreements must be fulfilled, as otherwise there is a danger of further deterioration, which is not in the parties’ interest.
