Indianapolis Colts officially rule QB Andrew Luck out for Thursday vs. Steelers with concussion

The Colts will officially trot out backup quarterback Scott Tolzien in place of Andrew Luck, who was declared out with a concussion ahead of Thursday's matchup versus the Steelers.
