Family capital helps people in Armenia in solving housing problem
YEREVAN, August 26. /ARKA/. As many as 11 families in villages situated in Armenia’s border and mountainous areas obtained housing by using family capital, Smbat Sayan, deputy chief of the Armenian labor and social affairs ministry’s social security division, said on Friday.
“We have no analyses showing how baby birth benefit has driven birth rate up, but we are convinced that there have been impacts,” he said.
In his words, 10,375 women enjoyed maternity benefit in the first half of this year, and 19,017 received a lump-sum baby birth benefit.
Sayan said that over 1 billion 243 million has been earmarked from the government budget for paying the baby-care benefit, over AMD 1 billion 311 million to unemployed mothers and more than AMD 4 billion 648 million have been paid as baby birth benefit (including also family capital).
The government provides AMD 50,000 for birth of first and second babies in families, AMD 1 million for third and fourth babies and AMD 1.5 million for fifth and next babies.
In accordance with the rules, parents may take only AMD 500,000 from the lump-sum benefit, and the remaining money is put in the baby’s bank account.
Parents have a right to spend the money only on paying mortgage loans, on paying fees for education and acquiring medicare insurance.
In 2015, AMD 6 billion was provided as lump-sum benefit, of which only AMD 200 million was spent. ($1 – AMD 474.68). --0---
