Former London Mayor Boris Johnson shocked the United Kingdom Thursday when he unexpectedly ruled himself out as a candidate to be Britain’s next prime minister after justice secretary Michael Gove, chair of Johnson’s leadership campaign, decided to run for the Conservative leadership chair himself, The Guardian reported.
