Borrowers snubbing fixed-rate mortgage deals with interest rate hike looking unlikely 

Fixed mortgage deals have plummeted in cost since interest rates hit rock bottom in March 2009. This week, HSBC launched a record low two-year deal at 0.99 per cent.
