The deal is understood to be a five-year contract worth £5.5million a year. The terms also include lucrative performance-related bonuses.
Sportsmail understands the offer was made during talks between chairman Daniel Levy and Pochettino over the recent international break.
Spurs are now waiting on an answer from the Argentine, but are confident a deal can be concluded.
Pochettino, 44, has become one of Europe’s most promising young bosses since arriving in England in 2013 and his work at Southampton and Tottenham has not gone unnoticed by the continent’s top clubs.
Spurs are determined to keep Pochettino in north London and are pulling out all the stops to convince him his long-term future is at White Hart Lane.
With Tottenham battling Leicester for the Premier League title, Spurs chiefs have shown a willingness to wait until the end of the season before commencing formal discussions.
But talks have accelerated in recent days with the ball now in Pochettino’s court.
Whether he is prepared to sign before the end of the season remains to be seen, but all the signs indicate that he is happy at the club. Pochettino is already planning for next season — having identified a number of transfer targets for the 2016-17 campaign.
Tottenham’s global network of scouts have been briefed ahead of Euro 2016.
Speaking in January, Pochettino said: ‘I’m very happy here. We’ve created after 18 months a very good group, with a strong basis for success in the future and I’m very happy.’
