Russian energy minister says Crimeans to be polled before electricity contract signed

MOSCOW - Russian President Vladimir Putin has given instructions for a public opinion survey to be conducted in Crimea and Sevastopol before an electricity supply contract is signed, Energy Minister Alexander Novak told reporters.
