OSCE Minsk Group may ask UN Security Council to adopt new resolution on Karabakh, expert says
YEREVAN, December 22. /ARKA/. In the event of further escalation of tension in the Nagorno-Karabakh conflict zone the OSCE Minsk Group may ask the UN Security Council to adopt a new resolution on Karabakh, Sergey Minasyan, head of Political Studies Department at the Yerevan-based Caucasus Institute, said on Monday.
"When Washington, Paris and Moscow feel that the situation in the conflcit zone is spiraling out of control, the OSCE Minsk Group can apply to the UN Security Council to ask it to adopt a new resolution on the Karabakh conflict,' Minasyan said when speaking at a round-table convened to discuss the situation on the contact line and along Armenian-Azerbaijani border, organized by the Caucasus Institute.
According to him, the use of heavy military equipment on the line of contact between Azeri and Karabakh troops is an indication that the situation is approaching the red line, fraught with more dangerous developments.
He said Azerbaijan has no chance for a quick victory in case of resumption of large-scale hostilities; therefore, its policy has more to do with domestic political developments.
"Besides, Azerbaijani president Ilham Aliyev has become hostage to his own militaristic rhetoric and for him there is no way back,' he added.
In Minasyan's words, by increasing the degree of tension on the frontlines, the Azerbaijani side will try to put pressure on Armenia and the OSCE Minsk Group, however, Baku will not let the situation get out of control and develop into large-scale military actions.
"Unfortunately, this results in increasing number of casualties, creating a situation for the Armenian sides to themselves change their strategy and take concrete steps," he said.
During the Karabakh conflict, the UN Security Council adopted four resolutions, all demanding an immediate cessation of hostilities, which was completely ignored by Azerbaijan. -0-
