We should focus on complete transformation of public services: Pashinyan on the digital transformation of Armenia

YEREVAN, October 1. /ARKA/. In order to build a digital society and a developed economy, we decided to anchor our digital architecture on two important principles - trust and security. Digital processes must be practical, relevant and useful for people and businesses. If this does not happen, then this is not digitalization, but an imitation of digitalization, which, of course, is useless, Armenian Prime Minister Nikol Pashinyan said at the Third Eurasian Economic Forum.br

He noted that in practice ‘’We should be talking about a complete transformation of the work of government services’’.

We should create services that will meet the vital needs of our citizens and businesses, and ensure prompt response to significant events in their lives. For these processes to successfully transition to digital format, reliable, complete and accessible data are needed to make government services completely end-to-end. This will simplify the interaction of citizens and businesses with government agencies, making it more convenient, efficient and safe, the Prime Minister said.

Pashinyan emphasized that the concept of trusted data storage occupies a central place in the philosophy of Armenia's digital transformation, and that this system is based on trust between government agencies and the trust between citizens, businesses and the state.

This will replace the exchange of documents and provide access to legally significant data, while maintaining security and national regulations for the collection, storage and processing of data. The data will be stored in national segments and will be available in a cross-border format only upon request. For businesses, this process can improve the methods of cross-border trade and payment of indirect taxes. Payment of indirect taxes, legality of the circulation of goods, sanitary, phytosanitary and veterinary control, ensuring compliance with quality and safety can be carried out seamlessly on the basis of legally significant data available in the registers of the sending country, he said.

According to the Prime Minister, this will significantly reduce administrative costs and at the same time ensure compliance with all product requirements.

We see a future in which digitalization will significantly expand the freedom of movement of people and the implementation of the citizens’ right to work. Of course, the implementation of these innovations will require significant efforts, but we should not ignore the process that has already been launched, because it opens up new opportunities for further implementation and improvement of all aspects of our interaction, Pashinyan said. -0-
