An express way may connect Primorye and Suifenhe
The Governor of Primorskiy territory Vladimir Miklushevskiy met the first Secretary of Heilongjiang province Committee of the Communist Party of China Wang Xiankui. The business meeting of the representatives of neighboring territories was held in one of the governmental residencies in Harbin in the framework of the second Russia-Chinese EXPO.
The number of meetings between the official delegations of both territories has extremely increased for the last 1-1.5 years. Strengthening bilateral cooperation is the main task of both parties.
One of the main junction points of the regions is connection of projects of the Economic belt “Silk Road” and the international transport corridor “Primorye-1”.
“Frequent meetings and joint projects are useful for our territories. I am pleased with opening of the Vladivostok Free Port. Now Primorye and Heilongjiang province has more joint opportunities. The crossing of the transport corridor “Primorye-1” with the Great Silk Road will facilitate the trade and economic cooperation between two territories,” - Wang Xiankui marked.
Vladimir Miklushevskiy underlined that all changes happening nowadays in Primorye are connected to each other – it brings more opportunities for cooperation of the parties.
Thus according to the Governor the awarding of a free port status to the southern part of the Territory makes the project of international transport corridors even more perspective.
“ A special regime with tax, customs and administrative preferences, with a simplified visa regime sufficiently increases the investment attractiveness of the territories around the transport corridors. The enterprises of the Free Port will get additional logistical opportunities. We were creating the two TAEGs “Nadezhdinskaya” and “Mikhailovskiy” counting on that. Simultaneous implementation of these projects with correct phasing and financing works as an accelerator – one project drives another and gives it an additional impulse,” – the Governor of the Territory underlined.
The representatives of both regions consider that the implementation of projects of Primorye is profitable for Primorye and the north-east provinces of China. Therefore the implementation of intended, overcoming of the existing problems is our common task. According to the opinion of the parties, one of the economic cooperation deterrents is poorly developed infrastructure of the border checkpoints in Primorskiy territory.
“Since July cargo railway traffic from Harbin to Germany was launched, this route is very popular. We want to launch the same way from Harbin to Vladivostok. Such a land-maritime checkpoint will bring benefits to both parties. As well we would like to see more active work of the Russian side concerning the border checkpoint “Suifenhe – Gradekovo”. The railway plays an important role for both parties, its effective use may lead to strong economic development. As well I would like to mention the checkpoint “Poltavka – Dongying” – its reconstruction continues for several years. The operative decisions on all three checkpoint will give us opportunities for more economic logistics between our regions. Another our proposal is to construct an express road between Vladivostok and Suifenhe,” - Wang Xiankui marked.
Vladimir Miklushevskiy agreed that besides the automobile part of the transport corridors it is important to work on the railway and border checkpoints.
“I appreciate the idea of the express railway. I will assign my deputies to work on this issue together with federal agencies. Because this is a direction developing in the world, and China is one of its leaders. Such road may facilitate tourist exchange, increase common business flows. Concerning the border checkpoints – they are under federal authorities but we will be working with the President’s Plenipotentiary in the Far Eastern Federal District Yuriy Trutnev in this direction because we understand; if we construct good transport corridors, but have a bottleneck at the border, we will not achieve a desired result,” – the Governor of Primorye said.
As the result of the meeting the parties agreed that a working group created earlier will start practical work on joint implementation of the projects of Free Port and international transport corridor “Primorye-1” in the next two or three months. The Primorskiy territory administration is represented by the Vice-Governor Vasiliy Usoltsev, Vice-Governor Sergey Nekhaev and the Director of the territorial Investment Agency Anton Rodionov.
