Safety Boards Issue Scientific Reports, Not Point Fingers

The Dutch Safety Board has never had an intention to assign responsibility for the downing of flight MH17 over eastern Ukraine, as any transport safety board only gather and analyze facts, not attributing blame for the accidents, the former chairman of the US National Transportation Safety Board told Sputnik.
