Proposal for Syrian Safe Zone to Be Difficult to Implement - Mogherini

Turkey's proposal on establishing safe zones in Syria may not be easy to implement in light of the Islamic State presence in the country and Russian anti-ISIL efforts, EU foreign policy chief Federica Mogherini said Monday.
