In a video uploaded to YouTube on Wednesday, a New York Police Department lieutenant was caught lying on camera, saying that it is illegal to film police. It surfaced the same day that top cops from across the country met in DC to discuss the dreaded “YouTube effect,” which they say renders them unable to do their jobs.
