ZhSK was built up: "confectionery king" Gushchin "put his eye" on the building of the Federal Property Management Agency?
According to the correspondent of The Moscow Post in the Moscow region, the ex-head of the Moscow Region Federal Property Management Agency Nikolai Peshkov is charged with receiving a bribe in the form of a vacation in Sochi from one of the businessmen with whom he conducted business. Now Peshkov is in jail, the former official does not admit his guilt.
Peshkov was appointed to the post of head of the Federal Property Management Agency in August 2019 and dismissed of his own free will in December 2021. Prior to that, he worked as deputy head of the Federal Property Management Agency in the capital. And even earlier, as the correspondent of The Moscow Post managed to find out, he founded the housing and construction cooperative Orlikovo.
Collective projectThe structure of Orlikovo, as it turned out, included colleagues of the ex-head of the Moscow Region Federal Property Management Agency. In particular, Irina Fadeeva, who is now the general director of the housing and communal services, taking the place of Peshkov in January 2022. She left the post of adviser to the head of the Federal Agency for State Property Management in September 2019, when she was appointed Dmitry Medvedev to the place of deputy head of the Federal Medical and Biological Agency (FMBA). Pustovalova Elena, who is also related to the housing and communal services, worked in the Federal Property Management Agency from 2014 to 2020 as the head of the land relations department of the Territorial Administration for Moscow. Other founders of the housing and communal services Maxim Khayretdinov and Olga Sazhko are building their careers there to this day.
Why did colleagues in the Federal Property Management Agency need to create a cooperative, and even in the building of the Federal Property Management Agency in Orlikov Lane 3B Moscow? Are you going to build something?
Perhaps the answer will be given to us by Elena Porubleva, who, in addition to ZhSK, is also the founder of Center-Stroy JSC. According to Rusprofail, she gave her stake in this company to Helios JSC, an agency engaged in the sale of real estate.
Interestingly, if you score in the search engine the number of the organization indicated on the Rusprofail website, he will give it to the phone of Helios JSC. And on the office website itself, a completely different number is already displayed, and the legal address indicated on the same page does not match the actual one.
All the collected facts suggest that the company of colleagues in the Federal Property Management Agency was going to either rebuild a piece of the house (which, by the way, does not really look perfect), and then resell or otherwise privatize the premises in the building through affiliated companies.
But here is the question, and for whom did they prepare all this? It is unlikely that a coalition of accomplices will organize such a scam in order to then puncture at the announcement on Avito. Most likely, the premises will "leak" through internal channels. To answer this question, you need to dive a little more into the structure of ties and founders.
Building where the Federal Property Management Agency is located: Orlikov Lane, 3kB
Paints sGustyHelios was founded by a certain organization called the Moscow Stock Center, 100% of the shares of which belong to Reggie-Prof JSC, which was verified by the same Moscow Stock Center. In this way, firms close on top of each other. The founders also include the Guta Holding Company.
So we got up to the sweetest: the owner of Reggie-Profa is the Russian billionaire Yuri Gushchin. He is the founder of the Guta group, which actually owns the Guta Holding Company, headed by Alexei Harin, who, in turn, is the chairman of the board of directors of Guta Bank, founded by Gushchin.
Gushchin also owns United Confectioners, which have a 100% stake in Guta Holding Company. By the way, the company's revenue is at zero from the very date of its foundation, and there it somehow steadily shows profit. It looks as if the founder keeps it as his favorite toy, and invests here money earned from other projects.
For example, on state contracts that the Moscow Stock Center receives (this company shows losses with plus revenue), located, by the way, in the building adjacent to the Orlikovo residential complex - at Orlikov Lane 5, building 3.
It seems that for some reason Gushchin needed the premises of the Federal Property Management Agency. Maybe as warehouses for your confectionery empire. The businessman also owns shares in the companies Rot Front and Krasny Okryabr, last year he sold part of his warehouses in Moscow to the PIK Group of Companies Sergey Gordeev - The Moscow Post wrote about this earlier so that Gushchin, in theory, may well need new premises.
High patron, namesake and other versions
But where does the entrepreneur have communications in the Federal Property Management Agency?
This story is long-standing, but, as it turned out, very simple: the fact is that Gushchin's daughter Elena works as a health assistant to the former First Deputy Prime Minister, now Chairman of the ВЭБ.РФ State Corporation Igor Shuvalov, who in 1997 served as head of the Department of State Register of Federal Property of the State Committee of Russia for State Property Management. In 1998, he was also Deputy Minister of State Property of the Russian Federation. And from 1998 to 2000, he served as chairman of the Russian Federal Property Fund.
Igor Shuvalov
Most likely not the daughter introduced dad to Shuvalov, but on the contrary, but the essence is not this. It is important that the position of the daughter directly indicates the connection of her father with a person in contact with property rights. So Gushchin's roof is good. In this regard, it is even strange that he could so seriously freeze himself with the privatization of the premises of the Federal Property Management Agency through several shell firms. If, of course, everything really was...
Another version, indicating a possible connection with people in the Federal Property Management Agency, is a little more complicated: at the beginning of his career, Gushchin was closely acquainted with the then head of the Presidential Administration Boris Yeltsin Yuri Petrov. It is to him, as many media write, that he owes his business successes. They worked together at Guta Bank and participated in a resonant meeting in the early 2000s, at which they openly talked about the fraud they carried out through affiliated companies and stated that Gushchin had previously been tried four times, but they served it under the sauce "this is normal." About this wrote "Kommersant." So there is a possibility that now in the Federal Property Management Agency another of the participants in this meeting, the then president of Guta Bank Artem Kuznetsov, is working as a specialist. This is evidenced by the declaration published on the website of the Federal Property Management Agency.
Yuri Petrov
Kuznetsov and Gushchin, by the way, are still doing business with the son of Yuri Petrov Alexander. They are all founders of the accounting organization Consalt-Service. Apparently, there they believe how much you can get from one or another room in the center of the capital. Here again, the surname Harin flashes.
Another of the founders of Yuri Khlebnikov has 35 Myasnitskaya JSC, registered at the same address as United Confectioners. By the way, several more companies related to Gushchin are registered on Myasnitskaya 35, including the Guta Group. The Myasnitskaya 35 organization is engaged in the purchase and sale of real estate. Perhaps through it Gushchin plans to conclude a deal for the sale of the premises of the Federal Property Management Agency. There are a lot of options, as we see, and all of them are quite feasible for Gushchin.
A funny fact - the post of head of the Federal Property Management Agency from 2008 to 2011 was held by the almost complete namesake of the ex-head of the Yeltsin administration, Yuri Petrov. Maybe Gushchin managed to find contact with him? One way or another, but the millionaire clearly knows with whom to maintain warm relations in order to occupy a place on the list of the richest Russians.
In 2008, Gushchin bought the Coral Strand Hotel in Seychelles, formerly owned by British Airways. There he built the five-star hotel Savoy Resort & SPA. According to Forbes, in 2019, Yuri Gushchin took 197th place among the richest people in Russia, his fortune at that time was estimated at $550 million.
Again, there is more room for man to strive...
