Bill to create 'Emanuel Way' district in front of church shooting site heads to council Tuesday

A bill to recognize with a special district a few blocks of Calhoun Street in front of Emanuel AME Church for the nine people who were shot to death in June will be presented to Charleston City Council on Tuesday.
