'Water amnesty to force people not to pay bills'

The Delhi government’s decision to waive water dues till November 2016 may have brought relief to hundreds of consumers but it has also upset a section of residents. Delhiites like Varinder Arora of Kiran Vihar, who had paid an outstanding bill of Rs 12,965 on July 11, 2015, asks whether he is being punished for being honest.
