ArmInfo.Azerbaijan considers it unacceptable to sign a peace agreement with Armenia that excludes uncoordinated points.  According to Azerbaijani media, the press secretary of the Azerbaijani Foreign Ministry, Aykhan Hajizade, responded to Armenian Prime Minister Nikol Pashinyan's proposal to sign a peace treaty on the agreed 13 points, and leave the remaining 3 for further discussions in this manner.  Hajizade deemed it unacceptable to leave the existing problems in bilateral relations for the next stage.

At the same time, the press secretary of the Foreign Ministry stated that the Constitution of Azerbaijan does not contain any territorial claims against Armenia.

Let us recall that today, during the Yerevan Dialogue forum, the Prime Minister of Armenia  clarified that the Constitutional Act passed in Azerbaijan makes reference to the Declaration of Independence of the first Republic of Azerbaijan (1918), which asserts that the eastern and southern territories of Transcaucasia belong to Azerbaijan. Moreover, in 1919 during the Paris Peace Conference and the same year at the League of Nations, Azerbaijan presented maps that encompassed the entire Syunik and Vayots Dzor regions of Armenia, as well as portions of the territories in Ararat, Armavir, Gegharkunik, Tavush and Lori regions of the Republic of Armenia.

"It becomes obvious that the Constitution of Azerbaijan contains territorial claims against the Republic of Armenia. But we do not make this a topic for negotiations. Why? In the agreed text of the peace treaty we have a clause that states the following: "None of the parties involved may refer to domestic legislation as an excuse for failing to implement the provisions of the international treaty". We do not raise this issue to prevent the negotiation process for a peaceful settlement from reaching a dead lock," the prime minister explained.
