Dominant NA faction rep on decree dissolving NKR

Touching upon the return of the Artsakh people to their homes,  Konjoryan noted that in the current conditions it is unrealistic to  talk about this, and it is impossible. As for the persons captured  and detained by Azerbaijan, according to the representative of the  ruling faction, the issue is on the agenda of the Armenian  authorities, and ongoing work is being carried out in this direction.

The exodus of Armenians from Nagorno-Karabakh (Republic of Artsakh)  began on September 24, 2023.  This was preceded by a months-long  blockade of Artsakh by Azerbaijan (since December 12, 2022), which  caused an acute humanitarian crisis in the region, and the  hostilities started by Azerbaijan on September 19, 2023. On September  20, the NKR authorities agreed to the disarmament of the NKR Defense  Army and to negotiations. On September 28, NKR President Samvel  Shahramanyan signed a decree on the termination of the existence of  the Republic of Nagorno-Karabakh (Artsakh) from January 1, 2024 and  the dissolution of all state institutions. On October 20, 2023, in  Yerevan, Shahramanyan stated that the Republic of Artsakh had not  been dissolved and that there were many details of this document that  he could not make public.
