Top Democrat proposes changes for openness

ST. PAUL, Minn. (AP) — A top Democrat says House lawmakers should be subject to the state's open records laws.

That's one of several changes Minority Leader Paul Thissen (TEE'-sen) proposed Thursday to boost transparency at the Legislature. Minnesota lawmakers are currently exempt from handing over emails and documents.

Thissen also says the House should change internal rules to stop major votes from occurring past midnight and require a day's public notice before passing bills.

With Republicans in control of the House, Thissen has little power to make those changes.
