New rules introduced for traveling to work abroad

The Ministry of Labor and Social Protection has developed new rules that will help Kazakhstanis find work abroad safely. The document regulates how private employment agencies (PrEA) will work with labor mobility centers. The purpose of the rules is to ensure the training of job seekers, protect their rights and create a transparent system of employment abroad.
The rules regulate the procedure for private employment agencies to select job seekers wishing to find employment abroad and their training. It also provides for the creation and maintenance of a register of private employment agencies that meet the established requirements.
Key provisions of the rules:
Preparation for work:
Job seekers will be taught the necessary skills, offered language courses and a medical examination will be organized. The costs are paid either by the candidate or the future employer.
Protection of rights:
Workers are guaranteed to return to Kazakhstan after the end of the contract.
Private employment agencies are required to monitor the working conditions of Kazakhstanis abroad and help in case of problems.
Tripartite agreement:
The applicant, the agency and the labor mobility center sign an agreement that specifies all working conditions.
Requirements for agencies:
Private employment agencies must have at least 5 years of experience, qualified personnel and provide reports on employed citizens.
