Rules for transporting children approved in Kazakhstan

Tengrinews.kz – Committee for children rights protection has sent a special algorithm to ensure safety during transportation of children, according to the Telegram channel of the Ministry of Education.
The algorithm clearly specifies the duties of heads of educational organizations, the procedure for transporting children, requirements for drivers, and their duties.
Duties of head of an educational organization:

approves the plan of activities for the academic year related to the transportation of children;appoints a responsible person from among the employees of the educational organization to accompany children to their destination;obtains written consent from the parents or legal representatives of the children;submits applications to the territorial division of the administrative police for the organization of patrol escort no later than 3 working days in advance.

The driver must:

observe the speed limit of up to 60 kilometers per hour;strictly follow the approved route;do not transport unnecessary cargo in the cabin, except for hand luggage and children's personal belongings;not leave the bus if there are children in it, including when boarding and disembarking;not overtake other vehicles in the column;not leave their seat and not leave the bus without taking measures against unauthorized movement or using the bus in the absence of the driver.

Procedure for transporting children:

the duration of the trip must not exceed 4 hours;buses must have "Children Allowed" signs at the front and back;children admitted to transportation must be at least seven years old;the total number of people being transported must not exceed the number of seats intended for sitting;the places for children to board and disembark are determined by the educational organization jointly with local authorities;children under 12 years of age must be transported only using special child restraint devices or other means that allow the child to be fastened with seat belts.

Drivers are allowed to transport children:

at least 25 years of age, holding a driver's license of the appropriate category and having worked as a driver for at least five years;having continuous work experience as a bus driver for at least the last three years;who have not had any serious violations of labor discipline or traffic regulations in the past year;assigned to transport children on buses with a capacity of more than 41 seats, as well as for any transportation of children on intercity routes with at least five years of work experience on buses.

Procedure for transporting children:

areas reserved for children waiting for the bus are located separately from the stopping points of regular passenger transportation routes, have landscaped approaches and are not located on the roadway;check the children against the list before the trip;inform children about the route of the trip, safety measures and rules of conduct, mobile phone numbers of the manager and other responsible persons;when transporting children, they must be accompanied by a medical worker;transporting children by bus between 22:00 and 06:00, as well as in conditions of poor visibility (fog, snowfall, rain) is not allowed.

Responsibilities of the head of the educational organization:

issues an order on organizing the transportation of children;organizes the transportation of children by buses, minibuses equipped in accordance with the requirements;organizes the briefing of the responsible person on compliance with safety measures when transporting children;organizes the pre-trip medical examination of the driver and the inspection report of the bus.
