Mandatory registration of mopeds to be introduced in Kazakhstan

Tengrinews.kz - Moped drivers in Kazakhstan will be required to undergo mandatory state registration. The corresponding law is being reviewed in the Senate in its first reading.
According to Senator Evgeny Bolgert, the law on the regulation of certain types of transport and the digitalization of road safety, previously passed by the Mazhilis, introduces mandatory registration for all mopeds.

"Currently, only mopeds capable of speeds over 50 km/h are registered. Under the new law, all mopeds, including those with engines up to 50 cc or electric models with a maximum speed of up to 50 km/h, will need to be registered," Evgeny Bolgert said.

Additionally, the law includes a provision that driving a moped will require an A1 subcategory driver's license, while holding categories A or B will also grant the right to operate a moped.
How much time will be given in Kazakhstan to register mopeds? This question was answered by Deputy Minister of Internal Affairs Igor Lepekha. In the Senate, the deputy minister was asked when moped registration will begin and how much time will be allocated for it.

"From the moment the law is signed and published, there will be six months for registration. As soon as the law comes into effect, you can start the process immediately, if you have all the necessary documents," noted Igor Lepekha.

The deputy minister compared the registration of mopeds to the legalization of foreign cars and suggested that Kazakhstani citizens might not start registering their vehicles immediately, but rather in the sixth month. This could lead to queues and dissatisfaction among the public.

"Therefore, from the moment of signing, we will spend a month working on the relevant legal framework, our orders, and informing everyone about this," said Lepekha.

He noted that for the first six months, moped drivers without registration plates will not be penalized. During this time, there will be educational work and warnings about the need for registration. If a moped is not registered after this period, it will be towed to an impound lot, and drivers will face fines similar to those for car drivers.

"There is a provision regarding the operation of a vehicle without a registration plate. Just as there is responsibility for car drivers, the same responsibility will apply to mopeds. We are equating them fully. A moped will be considered the same type of vehicle, so administrative and criminal responsibility will be the same as for car drivers," added Igor Lepekha.
