Police: Sad clown on Ravenel Bridge was only 'paying tribute' to colleague clown

A concerned citizen reported a gun-toting clown on the Arthur Ravenel Jr. Bridge on Wednesday, but police quickly determined the man was not armed and didn’t pose a threat.
