Former Moncks Corner lawmaker's ethics fine dropped from nearly $3,000 to $100

COLUMBIA — Former Republican state lawmaker Eddy Southard, who left office under a sexual harassment scandal, successfully appealed a nearly $3,000 fine levied against him by a Statehouse panel.
