Former Moncks Corner lawmaker to pay $2,000 fine in response to sexual harassment charge

COLUMBIA — Former state Rep. Edward Southard has agreed to pay a fine and be publicly reprimanded after an investigation into accusations of sexual harassment earlier this year.
