Comelec: 2nd presidential debate provided glimpse of candidates’ character

The second edition of the PiliPinas Debates 2016 in Cebu may have been marred by a 90-minute delay due to a disagreement on rules, but an official of the Commission on Elections (Comelec) believes it was able to provide voters a glimpse of the character of the four presidential candidates.
