Tim Scott rallies with anti-abortion supporters outside the Supreme Court

WASHINGTON — U.S. Sen. Tim Scott shouted loud to be heard by anti-abortion activists Wednesday morning on the steps of the Supreme Court, his voice straining to rise above the competing rally in support of the practice.
