What the MCI will be in Kazakhstan in 2027 – new size announced

Tengrinews.kz — Kazakhstan is set to adjust its monthly calculation index (MCI) starting in 2027. The Ministry of Finance has published the draft national budget for 2027–2029 on the official portal "Open NPA" (Open Legal Acts).
The draft outlines key social indicators for the upcoming period, including the MCI, minimum wage, pensions, and the subsistence minimum.
Key figures for 2027

MCI – 4,693 tenge (up from 4,325 tenge in 2026).
Minimum wage – 85,000 tenge (unchanged).
Minimum pension – 74,919 tenge (up from 69,049 tenge in 2026).
Subsistence minimum for social payments – 55,173 tenge (up from 50,851 tenge in 2026).

The Cabinet has released the 2027-2029 budget for public discussion, after which it will be sent to Parliament. Lawmakers will review the document and propose amendments. Once approved by the Kurultai (the new unicameral Parliament), the bill will be sent to the President for signature.
Typically, the MCI rate remains unchanged during the discussion and legislative stages. Practice shows that the figure initially proposed by the government in the draft budget is usually retained in the final version. Nevertheless, the final decision will be made after the project passes through all regulatory levels.
What the MCI affects
An increase in the MCI automatically impacts all calculations based on this indicator. Primarily, fines, state fees, and certain tax payments will change: the higher the MCI, the higher the final total.
However, an increased MCI affects more than just expenses; it also impacts several social benefits. Since a portion of allowances and other payments are calculated in MCI, their amounts will also rise.
As a reminder: on August 25, the Ministry of Finance presented the draft 2027 national budget during a government meeting, outlining projected state revenue, planned expenditures, and primary funding priorities.
