Kazakhstanis to pay 5% tax on foreign online purchases - media reports

Tengrinews.kz – In December 2023, the heads of state of the Eurasian Economic Union (EAEU) member countries signed a protocol amending the EAEU Customs Code Treaty. These changes are aimed at comprehensive regulation of cross-border e-commerce and will come into effect after the ratification procedures are completed in all member states, according to "Ak Zhaik".
Now, goods purchased by individuals on foreign online platforms will be classified into a separate category – "e-commerce goods".
A new institution will be introduced – the e-commerce operator, a legal entity registered in a special registry, which will handle the declaration of such goods on behalf of individuals.
A new type of customs declaration will be introduced specifically for e-commerce goods.
A unified customs duty rate of 5% of the value of the goods will be applied to e-commerce products. However, items whose value does not exceed the €200 duty-free import limit will remain exempt from this duty.
Delivery to the customer will be carried out in two ways – directly from the foreign seller or through the e-commerce operator’s warehouse in the buyer’s country.

“To implement its powers, the Eurasian Economic Commission will adopt relevant acts that will come into force simultaneously with the amendments to the EAEU Customs Code Treaty,” the publication states.
