The city of Malaga, which welcomed around 14 million tourists in 2023, has faced growing discontent from local residents. Over the summer, protests and campaigns against mass tourism highlighted its negative impacts.
Local activists claim their hometown has "turned into an amusement park" for visitors, particularly those coming for the nightlife. They argue that the post-pandemic tourism boom has worsened the situation, distorting the housing rental market and disrupting daily life in the city's central areas.
In response, Malaga municipal authorities revised the rules for tourists and launched a campaign featuring 17 billboards and numerous posters in both English and Spanish. These remind visitors of proper behavior to improve residents' quality of life and make the city more enjoyable for tourists.

One of the key changes was the introduction of a strict dress code for visitors. In response to complaints from locals about tourists frequently walking around the city center in swimsuits or without shirts, a law was passed banning topless appearances in public places. Violating this rule now carries a fine of up to 750 euros.
Local authorities have also addressed the noisy and inappropriate behavior of tourists in residential areas. Visitors are now advised to refrain from shouting, loud singing, and playing music in areas and at times when locals are resting.
Another important measure was the restriction on using bicycles and scooters on sidewalks. Authorities strongly encourage tourists to use designated areas to avoid disturbing pedestrians.
As part of the campaign, tourists were also reminded of the importance of maintaining cleanliness. They are urged to use rubbish bins and containers, especially near monuments, historical landmarks, parks, and gardens. This has become a key element in efforts to preserve the attractive appearance of Malaga.
