Man who scammed Vancouver woman out of $550K takes plea deal

PORTLAND, Ore. (KOIN) — A Jamaican man who defrauded an elderly Vancouver woman out of more than $550,000 by posing as Publishers Clearinghouse pleaded guilty this week.
