City starts over
on project bids
A dispute over a construction contract has prompted the city to reject all the bids and advertise the project again.
The project involves street safety improvements along Lincoln Avenue at Wilson Court and Brookdale Avenue. The city wants to install flashing beacons and other measures to reduce the risk of collisions at the intersections.
The city advertised the project in September and received eight bids ranging from about $247,000 to $448,000, according to a staff report by public works officials. The second-lowest bidder filed a protest, saying the lowest bidder and its subcontractors lack the electrical license needed to install the beacons, the report said.
The public works staff recommended that the City Council decline the bids and start over.
“Before re-advertising, the Project specifications will be revised to clearly state the specific licenses required to perform the work,” the report said. “This update will ensure that all future bidders meet the necessary qualifications.”
The council rejected the bids during its meeting on Monday. The city posted a new advertisement the next day with a bid deadline of 1 p.m. Nov. 20.

Supervisors fill
committee terms
The Board of Supervisors has appointed two residents to terms on advisory panels.
The board named Tanya Phares to the 11-seat Health Council of Marin, and Erika Rosales-Shelfo to the 12-seat Women’s Commission.
The supervisors unanimously approved the appointments at their meeting on Tuesday.

Forecast: Waves
could reach 25 feet
The National Weather Service expects hazardous ocean beach conditions through early Saturday in the Bay Area.
“Long period westerly swell will bring an increased risk for sneaker waves, rip currents, and breaking waves of 14-19 feet with the highest waves up to 25 feet in favored locations,” the agency said Thursday.
The agency also expects minor tidal flooding around the bay through Saturday afternoon.
