B’s owner airs concerns over road, wells

Paul Bynoe, owner of B’s Bottle and Recycling Plant at Reece Road, Cane Garden, St Thomas, is concerned about the new road being built at Reece Road.

Bynoe is claiming that the construction has narrowed the road to the extent that two vehicles cannot pass at the same time while he charged that a well was being built which could not accommodate the amount of water which usually floods that road when it rains.

However, Shamkoe Pile, communications specialist at the Ministry of Transport & Works (MTW), told the Weekend Nation recently that Bynoe’s concerns about the well were taken into consideration and the solutions would be implemented.

Pointing to a newly-built sidewalk along the stretch of the road, Bynoe said the curve at the beginning of the road was so wide that it was affecting vehicles from exiting and entering at the same time.

“These sidewalks are really too far out in the road. The road is too neat for two trucks to pass. We are aiming to repair the roads and we should do it right,” he said, as he pointed out that there was sufficient land on either side to accommodate building the road wider.

“The next major thing here that I’m very, very concerned about is the volume of water on the road. This road was never directed to bring the water by me, but now they are putting a well here, so the water now come by me and I already got four wells on my property.

“It is impossible, that one well can accommodate the volume of water on this road. All I’m asking them to do, is to extend the tunnel to 103 feet, to join the second well that is over there and that water would flow okay, with the four wells that’s already existing by me.”

Pointing to workmen who were digging a canal, Bynoe said the canal should be extended to the other well instead of being stopped at the point where it was.

The businessman said he had written to MTW, the Deputy Prime Minister, as well as the Prime Minister expressing his concerns.

Pile explained that the MTW was currently implementing a solution to mitigate an existing flooding problem at the southern entrance of Reece Road in St Thomas and that the road was undergoing reconstruction as part of the Scotland District Road Rehabilitation Programme. 

“Based on the concerns raised by the owner of B’s Recycling, Paul Bynoe, the ministry’s representative on the Scotland District Road Rehabilitation Programme, George Holder, met with Bynoe on Friday, February 21, 2025 at B’s Recycling.

“During the meeting, Mr Bynoe expressed that he believed a single suckwell under construction near the front of his property is insufficient for combating an existing flooding problem. He proposed the suckwell could be connected to an existing well to assist with capturing run-off water during rainfall. The Ministry and COMPLANT [China National Complete Plant Import and Export Corporation] have incorporated Mr Bynoe’s proposed solution into the flood mitigation plans for Reece Road. Consequently, throughout this week, COMPLANT has been redesigning drainage infrastructure in preparation for construction of this section of the road.”

Reece Road is one of 16 ongoing road construction projects under the Scotland District Road Rehabilitation Programme.
