NATIONAL SUMMARY
A storm moving into the Pacific Northwest will bring heavy
rain to western Washington and Oregon today. The rain will
be rather light early in the day, but it will fall much
heavier later on as an atmospheric river develops. Enough
rain will pour down and reach into higher elevations to
cause flooding and travel disruptions; there can also be a
heightened avalanche risk in the Cascades. Strong winds can
lead to power outages along the coasts of Washington and
Oregon. Meanwhile, a bit of rain moving across southern
Texas can freeze on surfaces early and lead to slippery
travel. It will primarily be dry with at least some sunshine
elsewhere. Cold air will linger east of the Rocky Mountains,
except in the Dakotas. Daily high temperatures for many will
be 10-20 degrees below the historical average.
