Donald Trump taps Penny Schwinn for deputy secretary of education

President-elect Donald Trump announced he would appoint Penny Schwinn, former Tennessee education commissioner, as deputy secretary of the U.S. Department of Education. Schwinn has also held various roles at the Texas Education Agency and served as Delaware's assistant secretary of education.
