NGO collecting donations for a monument to Edgar Savisaar in Tallinn

A nonprofit organization bearing Edgar Savisaar's name is collecting donations from the public to erect a memorial in honor of the former Tallinn mayor. The city of Tallinn, however, is unaware of these plans.
