Man arrested after December Oklahoma City homicide

OKLAHOMA CITY (KFOR) — One man is now arrested in connection to a homicide from nearly two weeks ago. Oklahoma City police said they found a man shot to death and laying by the curb.

The new arrest comes just a few weeks after police gave a public plea for help to find the person who committed the crime.

"We're hoping that somebody may have seen something we just haven't heard from yet," said MSGT. Gary Knight, Oklahoma City Police Department.

On the last day of the year, Richard Hawkins, was arrested in connection to the December 20 shooting near 4th Street and Kentucky.

"As officers arrived, they found one person who was lying outside on the on the street just right by the curb. That person appeared to have been shot to death," said Knight.

Newly filed court papers show the victim was shot in the chest.

Detectives also interviewed a witness who claimed they heard three gunshots.

"People in the area, from what they told detectives, it sounds like some type of altercation or argument was taking place when the victim was shot and killed," said Knight.

The witness told police that the person arguing with the victim was nicknamed "Pac-Man".

Court papers explain two weeks later that officers learned "Pac-Man's" real name is Richard Hawkins.

According to the affidavit, another witness talked to police on New Year's Eve. They said Hawkins was talking to the witness, saying, "He had to go, he had shot the guy."

The witness also told police Hawkins's name, birthday, and the "Pac-Man" nickname.

A newly filed arrest report shows Hawkins was found sitting at a bus stop in Edmond and was placed into custody 13 days after the initial shooting.

Hawkins is in the Oklahoma County Jail on a $10 million bond. Court papers show he has a prior felony conviction from California.
