Washington fines CenturyLink for 'excessive' customer call wait times

PORTLAND, Ore. (KOIN) – Washington’s largest local telephone company, CenturyLink, has been fined more than $130,000 for over 100 state code violations -- including “excessive” wait times to reach a customer service representative, the Washington Utilities and Transportation Commission announced.

The fine, which was issued December 20 and first reported by The Seattle Times, stems from two types of penalties. The first, was for CenturyLink's failure to submit required documents to the commission, and the second was for the excessive customer wait times, according to UTC.

This includes 169 violations against a state administrative code requiring companies to make business documents available for commission inspection.

An additional nine violations were found against another state code that requires telephone companies to connect customers with a live representative within 60 seconds of selecting the option to do so.

Officials said the violations took place between March 2023 through February 2024 and March 2022 through November 2022, respectively.

The commission assessed a $750 penalty per violation – bringing the total fine to $133,500, which must be paid by December 30.

According to a UTC investigation released in March, the longest average customer call wait time was in June 2022, averaging around a four-minute wait to reach a representative. CenturyLink also failed to correct its business practices to reach compliance with the 60-second rule after UTC provided assistance, the investigation found.

The commission notes that CenturyLink – which is part of Lumen Technologies – is the largest local phone company in the state, serving about 650,000 residential and business lines.
