DOJ accuses Mount Vernon, N.Y., police of systematic civil rights violations

Federal prosecutors are accusing the Mount Vernon Police Department of committing civil rights violations, routinely using excessive force, making arbitrary arrests and conducting unlawful strip and body cavity searches.
