Senior Russian diplomat says possibility of new nuclear tests remains open question

Russia may resume nuclear weapon tests in response to U.S. policies. Deputy Foreign Minister Sergei Ryabkov mentioned this is under consideration. President Putin indicated no tests will occur unless the U.S. conducts one. Russia's new nuclear doctrine allows a strike for conventional attacks threatening sovereignty. The last test was in 1990.
