Rutland City officer charged in connection to 2023 police shooting
RUTLAND, Vt. - A Rutland City officer has been charged in relation to a 2023 police-involved shooting, according to Vermont State Police (VSP). Sgt. Andrew Plemmons is charged with aggravated assault with a deadly weapon and reckless endangerment.
The Attorney General’s Office directed the VSP on Thursday to issue charges following a review of an investigation. VSP was tasked with investigating a July 2023 shooting incident involving Plemmons and twin brothers.
Plemmons shot Randy A. Perez-Coiscou and Andy H. Perez-Coiscou, both of Springfield, Massachusetts, and sent them to the hospital. They have both since recovered from their injuries. The brothers were also charged in connection to the incident.
An affidavit revealed details of the encounter which led to the charges filed against the Perez-Coiscou brothers. The charges include aggravated assault on a police officer with a deadly weapon and possession of fentanyl.
Plemmons was arraigned on Friday at 12:30 p.m. in the Criminal Division of Vermont Superior Court in Rutland. He pleaded not guilty and was released on conditions. The only state-set condition was that he not contact the victims. No new court date has been set.
