Undas 2024: Airport, bus, trains, expressway, seaport advisories and hotlines

MANILA, Philippines – As millions of Filipinos head to their respective provinces for the All Saints’ Day and All Souls’ Day long weekend, here are a few reminders and advisories from the transportation sector.

Airports

The New NAIA Infra Corporation (NNIC) on Thursday, October 31, said the NAIA Terminal 3 will have a water service interruption for 16 hours from 2 pm on November 1, to 6 am on November 2. Maynilad has a scheduled maintenance and repair activity for its Putatan Treatment Plant.

During the service hours, the NNIC said it plans to use water reserves from Terminal 3’s water tanks which have a capacity of 3.2 million liters in total. The operator said Maynilad will also be providing water trucks to ensure there is enough supply in these tanks. Water containers will also be provided in restrooms.

But it’s still all systems go for the airports around the country in preparation for one of the busiest weekends of the year.

Transportation Secretary Jaime Bautista conducted an on-ground inspection of the Civil Aviation Authority of the Philippines’ Communications, Navigation, and Surveillance/Air Traffic Management systems — which had its software recently upgraded — and confirmed that everything was fully operational. CAAP also has personnel on-call on top of having contingency plans prepared in case of flight disruptions.

All 44 CAAP-operated airports will be on heightened alert until November 10.

Bus terminals

The Land Transportation Franchising and Regulatory Board (LTFRB) is deploying its personnel to all major thoroughfares as Filipinos go home to their respective provinces for the Undas weekend.

“Our team will be on the ground throughout the holiday period to ensure smooth and efficient transportation services, and we encourage the public to also remain vigilant and report any irregularities to us or other authorities present,” LTFRB Chairperson Teofilo Guadiz II said on Thursday, October 31.

The LTFRB granted special permits for covering around 1,200 additional bus units that will ply the road for those coming home for the holiday. These permits will be valid until November 10.

The LTFRB said, however, that additional special permits may be granted if and only when the Parañaque Integrated Terminal Exchange (PTIX) reports that it needs more buses to serve the public.

Expressways

Tollway operators have been ordered by the Department of Transportation and the Toll Regulatory Board to ensure that all toll lanes are open during the holiday rush.

The government agencies have also ordered operators to allow counterflow in “pre-determined congested areas” should it be needed, the no-fee towing of Class 1 vehicles on identified expressways, and for them to have motorist assistance stations in case anyone needs help.

Meanwhile, SMC Infrastructure — which operates SLEX, STAR Tollway, the Skyway System, NAIA Expressway, and TPLEX — has reminded motorists to make sure their auto sweep accounts have enough load to avoid delays at toll booths. Motorists are also reminded to avoid tailgating to allow RFID readers to work properly.

Trains

The Light Rail Transit Line 1 (LRT-1) will follow this schedule on November 1 and 2:

  • First train: 5 am
  • Last train from Fernando Poe Jr.: 9:45 pm
  • Last train from Baclaran: 9:30 pm

Those taking the LRT-1 to nearby cemeteries can head to the following routes:

  • La Loma Catholic Cemetery (North Gate): 5th Avenue Station
  • Manila Chinese Cemetery (West Gate): R. Papa Station
  • Manila Chinese Cemetery (South Gate): Abad Santos Station
  • Manila North Cemetery: Bluementritt Station
  • Manila South Cemetery: Gil Puyat Station

LRT-2, on the other hand, will maintain regular operations. First trains will leave the Antipolo and Recto stations at 5 am. Meanwhile, the last train from Antipolo will leave at 9 pm, while the last trip from Recto station leaves at 9:30 pm. Nearby cemeteries can be found through the map provided by the Light Transit Authority:

The Metro Rail Transit Line 3 (MRT-3) will follow its regular operating hours from October 31 to November 2. For commuters taking the North Avenue station:

  • First train: 4:30 am
  • Last train: 9:30 pm

Meanwhile, the schedule for the Taft Avenue station is as follows:

  • First train: 5:05 am
  • Last train: 10:09 pm
Seaports

The Philippine Ports Authority (PPA) is expecting around 1.6 million passengers to travel through the country’s ports for All Saints’ Day and All Souls’ Day. This is more than the 1.5 million passengers logged in 2023, despite the recent onslaught of severe tropical storm Kristine.

The PPA has deployed additional personnel on-ground for the influx of passengers.
