Police accuse man
of molesting child

Police arrested a Novato resident who is accused of sexually assaulting a 12-year-old girl.

The suspect made a connection with the girl through social media, said Novato police Detective Sgt. Wes Carroll. The suspect allegedly asked to meet the girl at a local park and then assaulted her.

Police arrested the suspect at about 3:45 p.m. Tuesday at his residence on Green Oak Drive in the Hamilton area. Investigators searched the home and found material related to child sexual abuse, Carroll said.

Kevin Danilo Sajche-Tecum, 20, was booked into the Marin County Jail on suspicion of committing a lewd act with a child under age 14, sexual battery, arranging to meet a minor for a sexual offense, possessing obscene matter and violating his probation conditions. His bail amount was set at $100,000.

Council authorizes
consultant funding

The City Council has approved up to $870,000 in additional spending for legal and administrative consulting services.

The allocations include $420,000 for the city attorney’s office to pay for services as needed by the Burke, Williams and Sorensen LLP law firm.

“Currently, the City Attorney’s Office has a vacant full-time attorney position,” Rob Epstein, the city attorney, wrote in a staff report. “Although recruitment is underway to fill this vacancy, staff recommends increasing the not-to-exceed amount from the prior year to ensure there is sufficient legal support during this period of staff vacancy.”

The other allocations are for three companies that provide on-call consulting for building and planning issues. The city uses the consultants “to meet the ebbs and flows of permit and development activity,” Micah Hinkle, the city’s community and economic development director, wrote in a staff report.

“As San Rafael continues to receive an increased number of development applications and construction applications that are more complex (multi-family housing / mixed-use commercial), the department continues to need assistance from specialized consulting firms,” Hinkle wrote.

The council approved the spending resolutions at its meeting on Monday.

Conditions outlined
for project approval

The Design Review Board has asked for changes to a proposed residential project at 16 Place Moulin.

The owner of the hillside property applied to build a 1,400-square-foot deck and a stairwell of approximately 200 square feet, according to the town planning office. An attorney for a neighbor sent the town a letter in opposition, citing concerns about his client’s privacy.

The board held a hearing on Oct. 17. It told the staff to prepare a resolution to approve the project with two conditions: no new windows at the left elevation and a 6-foot screen for the stairwell, said Samantha Bonifacio, a town planner. The board’s next meeting is Nov. 7.
