It's not inconsistent. It's actually very consistent. No one gets a second yellow card for time wasting. It just doesn't happen.
No matter how blatant. Look at Lee Camp for example. When he was at Blues he consistently wasted time lying on the ground after every catch. It was blatant. And embarrassing. He only did it because there was no effective punishment. He did not receive a second yellow for time wasting when he was with us.
Exactly the same thing goes on now.
It doesn't mattee how early you give a card for time wasting if it won't be folloe up if you do it again.
