Signal No. 1 still up in Batanes, Babuyan Islands, no more in Cagayan

MANILA, Philippines — As typhoon Julian moves to Taiwan, the state weather bureau on Wednesday lifted Tropical Cyclone Wind Signal (TCWS) No. 1 on the northwestern portion of mainland Cagayan and some parts of the northern and western portions of Ilocos Norte. Julian is moving 15 kilometers per hour northward, with strong to typhoon-force winds
